Tobacconists across Spain have introduced more price changes this week which impact cigarettes, cigarillos, cigars and pipe tobacco. In total, 77 products have had their retail prices modified following the Ministry of Finance's publication of the resolution on November 14 in the Official State Gazette.

 

For smokers, these regular price adjustments are becoming an increasingly expensive habit. Back in 1990, a pack of cigarettes cost the equivalent of about €0.65. By the early 2000s, that had jumped to around €2.50 and by 2015, the average cost sat at approximately €4.45.

 

Now, in 2025, most brands are priced somewhere between €5 and €7. That's quite the trajectory over three and a half decades.

 

While lots of factors are at play here, what really drives the cost up is tax. Tobacco is the consumer product that bears the heaviest tax burden in Spain, with taxes representing almost 80% of the final price of cigarettes when you add together the special taxes and applicable VAT. That's an enormous chunk going straight to the Treasury.

 

The government pursues a dual objective with this tobacco tax strategy. Obviously, raising revenue is one goal, but reducing consumption is equally important. The World Health Organisation considers taxes to be the most comprehensive and effective tool for cutting the number of smokers, particularly among young people who are more price sensitive.

 

The strategy does appear to be working. Tobacco consumption in Spain has hit its lowest percentage in recent decades. While 46.8% of the Spanish population reported having smoked in the last year back in 1997, by 2024 that figure had dropped to 36.8%. That's a significant decline, although it still means more than a third of Spaniards are lighting up.
