Covid restrictions according to risk level in the Region of Murcia
A guide of the different risk levels in the Region of Murcia and the corresponding restrictions
Now that Covid restrictions and rules in the Region of Murcia are implemented on a municipal level, rather than on a regional level, it can be hard to keep up with the ever-changing rules. The ‘traffic light’ system employed by the government uses several different Covid indicators to classify municipalities into one of five alert levels.
The five levels are: low risk (level 1), medium risk (level 2), high risk (level 3), very high risk (level 4) and extreme risk (level 5). One of the main factors taken into account when classifying into alert levels is the cumulative incidence rate in the past 14 days, as well as the seven-day rate. The two- and one-week incidence rates for the over 65 population, the percentage of positive test results and the percentage of traceable cases are also taken into account.
To avoid confusion about the rules in each alert level, here is a guide of all Covid restrictions according to risk:
- Low risk – Level 1
- Medium risk – Level 2
- High risk – Level 3
- Very high risk – Level 4
- Extreme risk – Level 5
Low risk – Level 1 (14-day cumulative incidence rate under 50)
General measures and recommendations
- Use of masks in both indoor and outdoor spaces.
- All non-essential businesses must close at 1am.
- The sale of alcohol in shops is prohibited between the hours of 10pm and 6am.
- Mandatory use of a face mask during any public show, mass event, bullfighting, sporting event, institutional or cultural event, galas or similar, except if food or drink is being consumed. Maintaining the maximum safety distance between attendees is recommended.
- Consumption of alcohol on public streets and street parties (botellones) are prohibited.
- Smoking (or vaping) in public places is prohibited unless the 2-metre safety distance is being followed.
- Working from home is recommended.
Funerals, burials and wakes
- Mandatory social distancing and mask wearing.
- Occupancy limit is 50% of the venue.
Ceremonies or celebrations of any type
- Indoor occupancy limit is 50% for civil ceremonies and 75% for other celebrations.
- Outdoor capacity is 100%.
- Mandatory specific Covid protocol and designated responsible person.
- Guests and employees must be identified.
- If there are children's or leisure areas, specific regulations must be followed.
- Dance floors are closed.
- Social distancing between guests is recommended.
Commerce and markets
- Maximum occupancy limit for retail commercial premises in 50%. Priority must be given to vulnerable collectives.
- Common areas in shopping parks and centres have a maximum occupancy of 50%.
- The sale of alcohol is prohibited between the hours of 10pm and 6am.
- 100% of authorised stalls are permitted at markets.
Hospitality sector
- Indoor occupancy limit 75%, maximum number or customers per table is 10.
- Outdoor occupancy limit is 100%, maximum number of customers per table is 12.
- Minimum distance of 1.5 metres between tables and mandatory masks while not eating or drinking.
- Customers must remain seated.
- Dance floors must be closed.
- Bar service while seated, take away and delivery are allowed.
- During take-away collection, bar staff must remind the customer that the food may not be consumed in the vicinity.
- During concerts or performances, food and beverage services must be provided by waiters directly at the assigned seat or table, self-service is not allowed.
Hotels, hostels, apartments or other tourist accommodation
- Full occupancy is allowed.
- Occupancy limit in common areas is 50%.
- Buffet or self-service service is allowed abiding by the established regulations.
- Consumption of food and drink while sitting at a bar is allowed.
- Spas, swimming pools, restaurants, sports and other facilities are regulated by established measures for that activity.
Libraries, museums and exhibition rooms
- Occupancy limit is 50%.
- Hygiene and distancing rules must be followed.
- Social distancing between guests is recommended.
Theatres, cinemas, circuses, auditoriums…
- Regulated activities with all guests seated and wearing masks.Occupancy limit is 50%.
- Social distancing between guests is recommended.
- Numbered tickets and assigned seats.
- Smoking is prohibited.
- General Covid protocol.
- Counting system.
- Separate circuits.
- Drive-in cinemas only in vehicles.

- Occupancy limit is 50% of the venue.
- Obligatory minimum security distance and mask wearing, except in cases of incompatibility.
- Obligatory distance of two metres for wind instruments.
- Obligatory distance of two metres between vocalists and three metres with the audience.
Summer schools and children’s camps
- Shift system for communal areas (canteen, showers, bathrooms…).
- 50% occupancy limit for communal areas.
- 50% occupancy limit for dining areas.

Swimming pools, spas, thermal pools…
- 50% occupancy, always maintaining the 2.25 sqr/m per person rule.
- Use of hammocks, sunbeds and towels are allowed if they belong to the establishment.

- Sports activity is allowed as long as the safety distance between players and other bathers is respected and their areas are not invaded.

Parks, children’s parks, maritime platforms and play areas
- Crowding should be avoided and frequent disinfection must be guaranteed.
- The 2.25 sqr/m rule should be followed.
- Children aged over six and adults must wear a mask.
- Participants must be registered.
Fairs, zoos, amusement parks and water parks
- 50% occupancy limit.
- Access control.
- Maximum occupancy of 50% on fairground attractions.
- Social distancing between guests is recommended.
- Disinfection must be guaranteed.
Bingo halls, betting shops, casinos…
- Occupancy limit is 50% of the venue.
- Machines must be cleaned and sanitised.
- Catering: own regulations.
- Lottery offices and kiosks are excluded.
Student halls and residences
- 50% occupancy limit for communal areas.
- Shift system for communal facilities.
- Visits allowed.

- Indoor occupancy limit 75%, maximum number of customers per table is 10.

Regulated and unregulated exams

- Security distance is required.
- Specific Covid protocol and coordinator.
Mass events
- 50% occupancy limit indoors and 100% outdoors.
- Consumption while sitting at a bar is allowed.
- Mandatory masks.
- Registration of entries and attendees.
- Control and signage of entrances and exits.
- The opening of canteens for the sale of food and drink is allowed.
- Responsible declaration, risk assessment and action plan, at least 20 calendar days before the event.
- The event may be suspended by the health authorities.
- All attendees must be seated unless expressly authorized.
- The requirements of the event may be relaxed if it is outdoors, provided that the responsible statement of the organiser attaches a risk assessment with an action plan that guarantees safety levels during the event.
